I get your point. But I'm not sure they should keep Whitlock in the pen simply because there's so much dreck there. What you're saying probably would make the most sense for 2022. But in the long view Whitlock should be a starter.
When acquiring free agent pitchers, Bloom seems to look for the less obvious guys. It seems to have worked well with Wacha and Hill, but not so much with relievers.
moon agonizes over stuff much more than the average fan. I just go with the belief that Cora and Bloom have pored over the data and in general make good decisions, much better than I would, so I have no need to second-guess them on in-game strategy.
