Why are they pinch-hitting a guy like Costa (.275, 3 HR) and German (.392, .942 OPS). Shouldn't they be starting? Especially Costa over Sanders (.239.. Seven HR's or not..)

That would make no sense to start a young guy like Costa over a veteran, who they just brought in this offseason, like Sanders.

not yet you dont. You have to keep the veteran in the lineup and have him play to his potential. If Reggie puts up 25 HRs before the deadline, he will garner some nice prospects in return. He has to keep playing. BTW, Costa is not really a prospect, I think he is 26/27.
