There are roster exemptions for players on the 60 day DL. They can sneak him onto the roster because of Pedroia/Marco Hernandez.

DD had plenty of chances to add Phillips before September, but didn't. Probably becuase he was hoping to make a deal and didn't want to DFA anyone. (Although Tony Renda would have been a fine option with anyone except maybe Tony himself.)
