There is no literal translation, but it's basically a word that means 'idiot' or 'fool' or '*******', but perhaps not in as vulgar of a form as the phrase implies. I wasn't going to say anything...but since you brought it up, it doesn't actually make a lot of sense.

 

It's used this way because it's a catchphrase that a character from the Naruto anime constantly uses. Someone (who clearly watches the anime) decided to photoshop it into a Koji picture. I just think it's awesome.
