The MLB and MLBPA today agreed to some rule changes, none of which are in game.

 

1. Hard trade deadline of July 31. No more August waiver BS. This will be in effect this season.

2. Active roster expands to 26, but with a 13 pitcher maximum. This starts in 2020. One has to wonder how MLB plans on handling the upcoming pitcher/hitter players like Shohei Ohtani and Mike Lorenzen.

3. September expansion limited to 28 players with 14 pitcher maximum. Thank God. Also this starts in 202

I wish they all started this season.

If anything, these rules might contribute to slowing the game down.

 

The extra roster spot either gives teams another bullpen arm to facilitate more pitching changes or some other specialist, like a player who does nothing but pinch run who then takes time getting tinto the game.

 

It should speed up September games with a limit on pitchers. Gone are the days of Bruce Bochy using his 14 man bullpen to make 6 pitching changes in one inning...

i was reading about this last night. thanks for posting it. I like all 3. although it seems like MLB is "avoiding" the pitch clock and defensive shift issues.

they also squashed the 3 batter minimum when bringing in a reliever. they should make it 2 batter.

I don’t like any rule that bans strategic ploys. No batter minimum. Allow all shifts.

 

Otherwise, what’s next? Banning the practice of fouling off multiple pitches while waiting for a good one? Limiting pitchers to one throw to 1b per batter? No more pitch outs?

I agree. Those changes would be very radical and would change the history of the game. For stat geeks, we'd demand an asterisk for the "post rule change" era.

I think if MLB is concerned with tanking, they should revamp the draft.

 

Give the first pick to the best team that misses the playoffs and essentially reverse the dragtnorder among the 20 non-playoff teams, so that the worst team picks 20th . This should disincentive rebuilding teams from throwing crap rosters out there, even with the slow impact of the MLB draft...

Commercial breaks between innings are reduced to two minutes in length for all games.

Is this official? While Manfred has the authority to implement it on his own, he did say it came out of an agreement with MLBPA. Tony Clark immediately refuted that MLBPA agreed...

Apparently the 3 batter minimum rule is in effect for 2020, but only in the Atlantic League.

 

The MLBPA does oppose this rule for now, but their approval isn’t necessary.

 

Notin’s Take: Manfred can implement this on his own, and might very well do so not just to speed up games, but as a bargaining chip for the next CBA, which expires after the 2021 season, I believe...

I don't think the game needs to be speeded up....its fine just the way it is. The other changes.....good moves.

It could be argued that requiring a pitcher to face 3 batters minimum would require more strategy.

I don't like the 26 roster, but I do like the trade deadline and limited September expansion. I'd actually eliminate September expansion altogether.

 

With the 3 batter minimum rule coming up, expanded rosters won't be as big an issue. A manager won't be able to make 15 pitching changes in the final 5 innings.

That's what I said the Yankees need for all those empty seats behind home plate.

 

This has nothing to do with anything, but one of my students had a Yankees t-shirt on today. I about fell out.

My guess is that Dombrowski enjoys chatting about baseball with him, and that's about it. LaRussa is technically some sort of advisor, right? It's not a bad thing having an advisor if you're under no commitment to actually utilize any information or opinion they give. Bill James too.
