On Bogey and Raffy, yes, Bloom has choices on where to spend. It might still come down to JH approving a big contract (or disapproving), but I think Bloom will be the one who makes the choices.
One thing to think about, if we do have a restricted budget, and Bloom signs Bogey and Devers, he may not have much left over to fill other high need areas, and we go "light", maybe have some consideration about the results in those other areas.
I would call it a mistake to pay Bogey $220M/8 and also sign Devers to $300+M. We'd have nothing to spend on pitching, RF and the pen.
