I think ERA+ is an easy and sensible upgrade over ERA. All ERA+ does is adjust the ERA for things like the ballpark and the league averages for that year. It makes perfect sense because baseball does have a lot of quirks. The playing fields are all different dimensions, and run scoring goes up and down from year to year for various reasons.
One run lead, runners at seconds and third and no outs. If you play the infield in, you're also increasing the risk of a ground ball getting through and scoring two runs.
I get your argument, but I think there is an argument against it too.
I don't know if it's blind luck or not, but the combination of the new baseballs and the removal of the sticky stuff seems to have worked out just about right. We're still seeing good pitching performances, but offense has ticked back up some.
