    You have to figure Bloom was told he had a (taxable) payroll of about $240 mill to play with this year.

    The proof of what a GM's budget is is what he spends. No GM in his right mind would not spend up to the budget.

    I think you should address those folks individually, instead of this "some folks" stuff that doesn't make it clear exactly who you're talking about. I've defended Bloom plenty of times but I've also criticized him. After we blew the first Baltimore game I said he's the one who constructed the bullpen, and it's bad.
