As a first order of business I want the umps to station themselves in the same place one home plate ump to the next and my preference would be such that outside pitches are not such a complete guess. However even if baseball decided to make that over the inside shoulder location mandatory at least they would then have a shot at training umps specifically for the strike zone they want.
