From an article I read, can't speak to degree of accuracy, using this drug as a sexual enhancement is off-label and not the approved FDA use for the drug. His excuse to use it appears rather thin.

Manny didn't test for a banned substance. He was banned because he had a prescription for HCG -- a banned substance-- and he did not have a therapeutic exemption. He was suspended for "just cause" based non "non-analytic evidence." If he had gotten the drug on the black market, he never would have been suspended. The prescription did him in.
