Because he smartened up after MLB introduced it's drug testing policy in 2004. Unfortunately Manny wasn't as bright repeatedly failed tests, getting him 50 game and 100 game suspensions.

He wasn't using PED's in 2007 when he hit 54 HR's with the Yankees.

I have little doubt in my mind that Hernandez isn't guilty after hearing the evidence that was presented in court today.
