Right now they do, thats for sure. But I will say this. The O's of 3 yrs ago would be trying to sign every scrap heap veteran around to pitch. This yr, they decided to do things right. Bergeson, Berken, and David Hernandez will all be useful major league pitchers. Tillman and Matusz in the minors are future studs. And currently, they have Guthrie and Hill trying to iron things out, two guys who could be very useful when they are on. The O's are embracing a full out rebuild, which is something they havent done in a long time. They were the team who would trade a top player for 3 rookies, then sign 2 veterans to big money when it was obvious the team was way behind in terms of contention in this division. If they play their cards right and get some solid prospects for Huff, Scott, and Sherrill this trade deadline, they could be a Tampa Bay Ray redux in 3-5 yrs.
