This is wrong, though. He didn't "just happen to get caught". Getting caught implies that it was trying to be concealed. He did it on the field of play in plain view. How often do I see a runner inside the 1B line on a bunt? Not as regularly as the runner into second playing the turn-man and not the bag. You still haven't answered my question. Are those guys cheaters too? It is a play that is outside the rules, and it is done with the intent of making the play harder, which is exactly the same as what the runner inside the line on a bunt is trying to do.
