can someone please explain to me why baseball teams draft high school kids that they know will be choosing college over the longshot odds of the minor leagues? (a la Nick Franconca)

Because it was Tito's kid and he wasn't going to get drafted anyway, so Theo wanted to do something nice for him. Anyone from the 40th round up really don't have much of a shot at the bigs anyway.

I think that it was simply a nice gesture to draft Nick Francona. He's going to Penn anyway, so its not like he got shafted by being taken in the 40th round. How would you like it to sit through 40 rounds of baseball boringness and not get picked?
