Quick football question. Marvin Harrison just got a 15 yard unsportsmanlike conduct penalty on second down and it was still second down. The penalty happend during the play. Why would it stay 2nd down? Bill Cower was yelling about this, while madden commented that Cower was upset and may have called the penalty himself, completely missing the fact he was holding up 3 fingers calling for 3rd down. Anyone know the rule on replaying the down?

Unsportsmanlike conduct is assessed after the play so yes it should have been 3rd down. Just one of the many incorrect calls during this game.

Not totally true, it depends on when the penalty occured, during or after the play ended. This is up to the judgement ( subjective and non-challengable ) of the officials.
