Going at noon is a good idea.
In the summer just about any time.... Only part of DC you should stay out of( if your white that is) is south east DC, if the homies see you your in for it and if the cops see you they will think your there for drugs and give you shit LOL

Nice Dave Chapelle quote LOL hes originally from dc BTW, yes there is alot more white peeps there but SouthEast is still pretty bad, worked a few jobs there and we where warned about it. DC isnt to bad kinda dirty but not bad, once you get outside the monuments and stuff then theres not a whole lot
Just got back from DC as well. I loved Georgetown University. That and BC are my top 2 choices for college in 2 years.
